【摘要】 Express delivery becomes an important channel for drug-smuggling worldwide, and cutting the logistic of drug-smuggling is key to deter drug-taking behavior and the related criminal activities. This paper examines the impact of the real-name registration (RNR) in express delivery policy in 2017 on drug-taking. We extract the drug-taking behavior information between 2016-2020 from the administrative penalties record in Zhejiang province, China, and match with the newly available express service points information. The event study shows that the implementation of the RNR policy significantly reduces the drug-taking by 6.4%. The instrumental variable (IV) estimation based on the size of mulberry plants in 1985, and the distance to Tonglu county, the birthplace of most express delivery companies founders, support the causality. Further analysis also finds that the number of compulsory isolation rehabilitation punishment and habitual drug-takers significantly decrease after the RNR policy, indicating the deterrence effect of the RNR policy.
